Decision
Status changed
Clear Range
The decision changed. The public record did not.
More people act on the old status while publication lags a decision already made.
DEMONSTRATION SCENARIO
This is a demonstration scenario. It is not a live demonstration and does not report an executed result.
An activation or status decision has been made. A public page still shows the previous status.
People are being sent, or are acting, on a status the decision has already changed.
A public status can be wrong because publication lagged a decision, because feeds never matched, or because phones are down. Those are not the same repair.
Reconciling external feeds, or restoring a phone network, should not count as publishing the decision that was already made.
Status changed
Gap
Old status remains
At risk. People follow it
V8Y must distinguish publication that lagged a decision from feeds that never matched and from phones that are down, and say what the public status must show before more people act on the old one.
More people act on the old status until publication catches the decision.
Not recovery
Success is not a website that loads.
Recovery
Success is that the published status equals the latest decision.
Observed results
No executed results are published for this thread.
These are the conditions the evaluation would test. They are not reported results.
Derived from Miami-Dade’s Hurricane Irma after-action account: the county website showed evacuation-center status that was not current, and residents were sent toward schools that were not officially open. The refresh interval here is synthetic, not a measured web delay.
Miami-Dade County. Hurricane Irma after-action report. 2017.
Same symptom. Different cause.
