Mission
Clear Range
A public-health and animal-health environment where relief, authorization, reporting, matching, publication, and unknown status each block a different decision.
The next person can have the wrong fact, or none.
Demonstration scenarios
All six Clear Range threads are demonstration scenarios. They are not yet live demos.
Operational challenge
Command can change shift without passing ownership. A team can be ready and still lack authority. A laboratory can hold a result the investigator does not have. Feeds can refuse to become one picture. A public page can lag a decision already made. An empty disease status can be treated as if it were clear.
What V8Y is being tested on
V8Y must say which of those is true, who may act, and whether the next decision uses the governing fact — including refusing to invent a status that was never established.

The Relief
DEMONSTRATION SCENARIO
The incoming period misses actions or repeats them because ownership never arrived.
The shift changed. The next period cannot say who owns the open work.
View thread: The ReliefThe Gate
DEMONSTRATION SCENARIO
Starting the gated action without the authorization would make it unauthorized.
Responders are ready. The gated action is not authorized.
View thread: The GateThe Field Delay
DEMONSTRATION SCENARIO
The investigator misses the receipt interval even though the result already exists.
The laboratory has the result. The investigator does not.
View thread: The Field DelayThe Map
DEMONSTRATION SCENARIO
Decisions double-count facilities or miss them when contributor records do not match.
The feeds are up. They still do not make one usable picture.
View thread: The MapThe Stale Record
DEMONSTRATION SCENARIO
More people act on the old status while publication lags a decision already made.
The decision changed. The public status people are using did not.
View thread: The Stale RecordThe Unknown Status
DEMONSTRATION SCENARIO
A destination can learn of disease only after animals have already been introduced.
Animals are moving. The required disease status was never established.

Mission proof
A sent message, a faster test, a prettier map, or a filled-in blank is not success. The next owner, the authorization, the receipt, the matched picture, the published status, or an explicit unknown has to be what the decision uses.
Applicability
Emergency managers, animal-health authorities, public-health surveillance, and officials who publish status people will act on.
