Mission
Homeland Coordination
A homeland-operations environment where demand, handoff, isolation, decision views, and shared services come apart in different ways.
Capacity, ownership, the link, or the picture.
Demonstration scenarios
All five homeland threads are demonstration scenarios. They are not yet live demos.
Operational challenge
Priority demand can arrive after usable capacity was removed. A request can leave the sender and still be unowned. A unit can keep working after the regional picture goes dark. A cleaned view can disagree with the system of record. One shared service can remove the same function from many organizations.
What V8Y is being tested on
V8Y must tell those apart, move ownership across organizations when that is the actual break, and prove the mission function recovered for the people who depend on it.

The Surge
DEMONSTRATION SCENARIO
Priority service stays missed if the remaining staffed capacity is what is wrong.
Priority requests keep arriving. The capacity that should answer them was removed.

DEMONSTRATION SCENARIO
The outcome that was requested does not occur, because ownership never moved.
The request was sent. The receiver has not taken it as owned work.
View thread: The Open LoopThe Island
DEMONSTRATION SCENARIO
Shared awareness misses the unit’s decisions for as long as the coordination path stays down.
The unit is still working. The regional picture cannot see it.
View thread: The IslandThe Other View
DEMONSTRATION SCENARIO
The next allocation follows the cleaned view instead of the system of record.
The platform is up. The picture in use is not the record.
View thread: The Other ViewThe Cascade
DEMONSTRATION SCENARIO
More customer organizations lose the function if the shared service stays down.
Several organizations lose the same function at the same time.

Mission proof
A shorter queue, a sent message, a restored icon, or one office back online is not enough. Priority service, acknowledged ownership, island decisions after reconnect, the governing record, or the shared function has to return.
Applicability
Emergency managers, public-safety communications, and operators of services shared by many jurisdictions.
