Homeland Coordination

The Cascade

Several organizations lose the same function at once.

More customer organizations lose the function if the shared service stays down.

DEMONSTRATION SCENARIO

This is a demonstration scenario. It is not a live demonstration and does not report an executed result.

The situation

Several public-safety organizations depend on one shared service for the same function. Each organization has been able to use it.

Those organizations lose that function together.

Why this is hard

They can lose it because the shared service failed, because a bad release reached them, or because each failed locally. Restoring one office does not restore the service.

Treating each organization as an independent local fault should not count.

What the operator can see

What changes, without naming the hidden cause
  1. NormalMany orgs, one service
  2. VisibleThe function drops together
  3. At riskThe next organization

What V8Y must determine

V8Y must determine whether one shared service explains the common loss, or each organization failed on its own.

What may happen next

More organizations lose the function while the service stays down.

What counts as recovery

Not recovery

Success is not one local office back online.

Recovery

Success is that at least two dependent organizations have the function again.

Observed results

No executed results are published for this thread.

What this evaluation would test

  • One service, many organizations.
  • Shared service, bad release, and separate local faults kept apart.
  • One office back online is not the edge.
  • Two dependents are the minimum edge.

These are the conditions the evaluation would test. They are not reported results.

Operational basis

Derived from the FCC report on the 22 February 2024 AT&T outage, including FirstNet, across many public-safety organizations. The few agencies in this demonstration are synthetic and are not that national outage.
