Same symptom. Different cause.
Many services fail together
The Power ChainFort Grid
A hall of services fails together. Cool air is not the finish.
More equipment trips if the hall is not shed and brought back in order.
DEMONSTRATION SCENARIO
This is a demonstration scenario. It is not a live demonstration and does not report an executed result.
Many services share one hall. Cooling has been carrying that hall. Power has not been the story on the floor.
Services in the hall fail together.
A common start can be cooling, power continuity, or the applications themselves. Restoring supply air is not the same as services meeting their requirements.
Calling the job done when one upstream indicator returns should not count if services still miss their requirements.
V8Y must determine whether the hall failed from cooling, from power, or from the applications, and bring services back only after the real ancestor is stable.
More gear trips if the hall is not brought back in the right order.
Not recovery
Success is not cool air in the aisle.
Recovery
Success is that the services meet their requirements after cooling is stable.

These are the conditions the evaluation would test. They are not reported results.
Derived from Azure’s May 2026 West US 2 cooling-capacity loss, which shut shared facility equipment down. Restoring cooling was only the start of restoring services. The facility layout here is synthetic.
